The second document was written on March 8, 1991, three years after the letter of September 23, 1988. This is an inter-office memo that was written seven days before the front page article in The Wall Street Journal was released. The document references the September 23, 1988 letter and goes into the writer's thoughts and events that are taking place.
The question that comes to mind, is, how in a matter of seven (7) days, the 15th of March, could such a sensationalistic story come out on the front page of The Wall Street Journal? The Journal reported that Armstrong had stolen $100 million dollars. This is especially disconcerting since the memorandum clearly states there was no investigation ongoing, there were no victims, and the writer was concerned about the liability to the government if it were to even initiate an overt inquiry into the matter, plus the potential of civil liability that would accrue if unfounded accusations were made public.
The memorandum states that the Office of Congress persons Nancy Pelosi and Barbara Boxer were contacted concerning the decision of the Justice Department to close the investigation. A representative of Congresswoman Pelosi's office saw fit to recommend an investigative reporter that should be considered as a contact. Could this be why the story got out so quickly?
